If your Ram is a little bit out and you have a KVM VPS, please check your dmesg logs, you will find that modern kernels reserve an amount of RAM for kernel exclusive use so the output of 'free -m' or 'free -g' will only indicate how much user space ram is available for the OS minus the kernel reserved memory and the missing amount should be equal to the amount you will see reserved by your kernel during boot in your dmesg logs.
